Man arrested for allegedly exposing himself, masturbating in public

McAllen police arrested a man Tuesday, July 16, after a woman accused him of making eye contact with her before unzipping his pants and masturbating.

Officers were called to the parking lot of CSL Plasma on Tuesday afternoon after receiving a call from a woman who had been doing business in the building, according to a report.

The woman told officers that, upon entering her vehicle, she placed her items in her front passenger seat, at which point she noticed a gold Toyota Corolla parked beside her with a man inside.

At this point, the man is alleged to have “grinned at her, unzipped his shorts, took his penis out, and began to masturbate while looking at her,” the report read.

The man then exited the vehicle and walked toward some nearby buildings, at which point the woman called police, according to the report, which further noted that the man returned to his vehicle before authorities arrived.

When officers questioned the man, who identified himself as Valentine Saldaña, he told them he “did not expose himself on purpose and was only scratching his penis.”

Police arrested Saldaña for indecent exposure.
