Police: Man charged with death of special needs teen

Marcial Troncoso waived his arraignment in the 103rd state District Court.

A Cameron County grand jury indicted Troncoso on Nov. 14 on the charge of criminal negligent homicide.

According to a Brownsville Police Department report, Troncoso, then an employee at Serenity HCS, used his body weight to restrain 15-year-old Fernando Moreno, possibly causing his death.

The indictment accuses Troncoso of causing Moreno’s death.

When police arrived on the 1400 block of Janet Lane on April 1, 2017, while responding to a medical emergency, officers found Moreno, who suffered from a intellectual development disability, unresponsive.

Troncoso told police he restrained Moreno to try and calm him down because he was hitting himself, according to a police report.

Authorities accused Troncoso of recklessness.
